I have done all steps above. As I have mentioned this is an intermittent elan eztouchfilter driver windows 10. I have tried disabling it and re-enabling, as well as uninstall and re-install it as well. But when the power state becomes D3 and the touchscreen is not working in windows – it does not work in BIOS either. This is what happens – by itself. As you can see the power state is now D3 which means it is a low power mode, despite me deselecting the option for computer to turn off device to save power.

I was finally able to fix this. I was given an HP Envy x 15 laptop by a co-worker who had dropped it, had the LCD pop open and dislodge what think was the video cable and another wire.
